$500k Bail For Man Who Allegedly Pointed Rifle at Officer

A Quincy man was held on half a million dollars’ cash bail today following his arraignment on charges that he pointed a loaded assault rifle at a Boston Police officer after a car and foot chase late Saturday night, Suffolk County District Attorney Daniel F. Conley said.

MARVIN VEIGA (D.O.B. 2/15/89) was arraigned today on two counts of assault with a dangerous weapon and resisting arrest for allegedly pointing a loaded Colt .223 caliber semiautomatic rifle at a pair of Boston Police officers during the 11:00 incident near the intersection of Morrissey Boulevard and Freeport Street.

Veiga was additionally charged with two counts of unlawful possession of a firearm for allegedly possessing the Colt and a Glock .40 caliber semiautomatic handgun. He was charged with unlawfully possessing a firearm with a defaced serial number for the Glock, two counts of unlawfully carrying a loaded firearm for that handgun and the Colt, and one count of unlawful possession of ammunition. He was also charged with three counts of possessing a high-capacity weapon or feeding device, with one of those charges for the rifle, one for the rifle’s magazine, and one for the Glock’s magazine.

“There’s no doubt in our minds that these weapons were being carried to inflict grievous bodily harm or worse,” Conley said. “Everyone, the defendant included, is very lucky that no one was more seriously injured.”

Veiga’s co-defendants were similarly charged with the weapons violations. Those co-defendants are OSVALDIR MENDES (D.O.B. 2/2/87) of Dorchester, who was driving the Chrysler PT Cruiser in which Veiga was a passenger and was additionally charged with failure to stop and leaving the scene of an accident causing property damge; DARONDE BETHEA (D.O.B. 4/10/92) of Milton; and TAKARI ELLIOTT (D.O.B. 2/18/92) of Dorchester.

In addition to being held on the bail requested by Assistant District Attorney Joseph Janezic, deputy chief of Conley’s Gang Unit, Veiga’s open bail on a separate Suffolk Superior Court gun case was revoked. Mendes was held on $150,000 and had his open bail on a separate drug charge revoked, and Bethea and Elliott were both held on $100,000.

At about 11:00 Saturday night, members of the Boston Police Youth Violence Strike Force attempted to stop Mendes’ vehicle in the area of Adams and East streets in Dorchester. Mendes allegedly refused to stop and instead sped from the scene. At Freeport Street near Morrissey Boulevard, Mendes failed to negotiate a left hand turn onto the 93 South on-ramp and lost control, crashing into the guard rail.

Mendes, Veiga, and Elliott allegedly jumped from the car and fled on foot. One group of officers apprehended the Bethea in the car while others pursued the other three suspects. During that pursuit, officers observed Veiga carrying the Colt rifle and repeatedly ordered him to drop it. Veiga allegedly ignored those commands and instead turned and pointed it at the officers. At that time, one officer discharged his firearm, striking the suspect in the leg. The suspect was transported to Boston Medical Center with a non-life threatening injury.

As with all police-involved shootings within Suffolk County, the district attorney’s office will review the facts and circumstances of that discharge.
