Alleged Gunman Held after Shooting that Injured Boy, 13

BOSTON, Oct. 21, 2016—The man who allegedly fired a shot that travelled through the wall of a Chelsea home and struck a youngster inside had his open bail revoked at his arraignment today, Suffolk County District Attorney Daniel F. Conley said.

CHRISTIAN “PUMBA” GARCIA (D.O.B. 11/8/96) of Everett was arraigned in Chelsea District Court on charges of assault and battery with a firearm, assault with a dangerous weapon, and unlawfully discharging a firearm within 500’ of a dwelling for the Oct. 19 incident.

Assistant District attorney Vincent DeMore recommended that Garcia be held on $250,000 cash bail and that his open bail on an unrelated Middlesex County case be revoked. Judge Ina Howard-Hogan set bail at $100,000 in today’s case and revoked his open bail, meaning that he will be held without bail for 60 days.

At DeMore’s request, Howard-Hogan ordered that he wear a GPS monitor and have no contact with the victim in the event that he is released.

“Witness assistance was critical in identifying this defendant,” Conley said. I want to remind anyone with information on a violent crime that our office leads the Commonwealth in use of the state Witness Protection Fund. Whether in this case or any other, witnesses and their loved ones can count on our help.”

Chelsea Police responded to the Bosson Park area for a report of shots fired at about 8:30 Wednesday night. Witnesses at the Bellingham Street scene directed them to an apartment where a 13-year-old boy was suffering from a gunshot wound. The first responding officer provided first aid and summoned medical assistance from the Chelsea Fire Department and Cataldo EMS, which transported him to Massachusetts General Hospital in Boston. The boy is expected to survive his injury.

Witnesses told investigators that two men opened fire near the intersection of Bellingham and Shawmut streets. Witnesses described one of the assailants as wearing a black hooded sweatshirt and said the assailants may have been connected to a white vehicle seen leaving the area at a high rate of speed.

As a result of multiple interviews that followed, a Chelsea Police detective not involved with the investigation presented one of the witnesses with a blind, sequential photo array from which the witness selected Garcia’s picture. At the time, Garcia was wanted for defaulting on an unrelated case out of Malden.

Based on the totality of evidence thus far, Chelsea Police detectives obtained a warrant for Garcia’s arrest. With the assistance of State Police, he was arrested yesterday while travelling on Route 93 in Andover and transported back to Chelsea.

Garcia was represented by attorney John Hayes. He will return to court on Nov. 14.
