ALLSTON MAN ARRAIGNED FOR ATTACKING, DRAGGING STRANGER

A 25-year-old Allston man was held on $7,500 bail yesterday following his arraignment on charges that he grabbed a female stranger by the hair and dragged her down Commonwealth Avenue this weekend, Suffolk County District Attorney Daniel F. Conley said.

WALTER E. REYES-FABIAN (D.O.B. 7/26/84) was charged with kidnapping, assault and battery, assault and battery on a police officer, resisting arrest, and disorderly conduct for allegedly attacking a 37-year-old woman on Saturday morning and then struggling with police officers as they were placing him in handcuffs.

Conley said the police intervention and arrest came as a direct result of witnesses’ calls to police.

“As bizarre and disturbing as the scene was, it could have been much, much worse if residents hadn’t notified police immediately,” Conley said. “Our ability to identify, apprehend, and prosecute offenders is directly related to community participation, and we’re fortunate to have had that here.”

Special Assistant District Attorney Evan N. Turgeon recommended that Reyes-Fabian be held on $10,000 bail; Brighton District Court Judge David T. Donnelly set bail at $7,500 and ordered Reyes-Fabian to return to court on Oct. 19.

Turgeon told the court that, at about 9:30 a.m. on October 10, Boston Police received a call for a woman screaming on the street near 1308 Commonwealth Ave. Officers who responded to the scene observed the defendant dragging an adult woman down the street by her neck and hair as she flailed her arms in an attempt to fend off her assailant.

As the responding officers ran towards the scene, Reyes-Fabian allegedly ran into the vestibule of 1301 Commonwealth Ave. When officers approached him, he allegedly waved his arms at them, screamed loudly, and struggled against efforts to handcuff him. He also allegedly refused to take part in the booking process when transported to the District 14 station.

Through a translator, officers were able to communicate with the distraught victim, who told them that she was walking down Commonwealth Avenue when the defendant, whom she did not know, grabbed her by the neck and started choking her and pulling her hair. Nearby witnesses called authorities when they heard her screams. The victim was treated on the scene for her injuries and released to her family.
