Chelsea Man Charged With Attempted Rape After Four Years on the Run

A Chelsea man was arrested Sunday on a four-year-old warrant and formally charged yesterday for the attempted rape of a family friend, Suffolk County District Attorney Daniel F. Conley said.

JOSE LUIS LOBO (D.O.B. 12/3/84) was arraigned yesterday in Chelsea District Court on a complaint charging him with assault with intent to rape, indecent assault and battery, and assault and battery with a dangerous weapon. Assistant District Attorney Mordecai Morgan recommended that he be held on $7500 cash bail; Judge James LaMothe set bail at $750.

The victim, then 18 and a Chelsea resident, told police on that she was a friend of Lobo’s sister but never had a romantic relationship with him. On the afternoon of Oct. 10, 2007, she said, she ran some errands with him and he invited her to his Congress Avenue home. She asked if his sister would be there; he said he wasn’t sure, but three others – including that sister – lived with him. She joined him at his apartment. No one else was home.

Lobo allegedly used that opportunity to make advances toward the victim, which she refused. He allegedly asked if he could kiss her. When she said, “No,” Lobo allegedly pinned her onto his bed and forced himself on top of her. He allegedly tried to remove her clothes and the victim struck him and began to scream.

At about this time, Lobo’s sister and brother-in-law began pounding on Lobo’s bedroom door. When he opened it, the victim ran out of the room and told them that Lobo had tried to rape her. During an altercation that followed, Lobo allegedly kicked her. The victim was later transported to Whidden Memorial Hospital with bruises and facial injuries.

Chelsea Police searched the area for Lobo and obtained a warrant for his arrest. Despite their efforts, however, he remained at large until Sunday, when officers spotted him drinking in public. After confirming the 2007 warrant, they took him into custody.

Lobo was represented yesterday by attorney Matthew Machera for purposes of bail; he will return to court on Aug. 11 for the appointment of a new attorney.
