HIGH BAIL FOR TRIO IN CHELSEA STANDOFF

Three men were held on high bail today following their arraignment for allegedly holing up in a Chelsea home after an armed robbery yesterday, prompting a standoff with Chelsea Police and the assistance of the Boston Police SWAT team, Suffolk County District Attorney Daniel F. Conley said today.

All three men were charged with armed robbery, armed carjacking, assault and battery with a dangerous weapon, and firearms offenses. EDWARD FUNES (D.O.B. 2/10/75) of Revere was held on $75,000 cash bail; JOSE PARADA (D.O.B. 1/7/91) of Saugus was held on $50,000; and LUIS SANTIAGO (D.O.B. 7/12/86) of Chelsea was held on $100,000. Chelsea District Court Judge Diana Maldonado ordered all three to return to court on June 14.

Chelsea Police responded to a Spruce Street residence shortly before 8:00 yesterday morning after two victims reported being robbed and beaten at gunpoint near the Addison Street intersection. The victims told officers that they saw the assailants flee into the Spruce Street home.

Chelsea Police, fearful that the situation might escalate to threaten the safety of uninvolved civilians inside the home, set up a perimeter around the residence and did not enter it. A Chelsea sergeant contacted a Boston Police hostage negotiator, who arrived on the scene a short time later. Together, they undertook communications efforts with the suspects inside the house, with the Boston sergeant speaking in English and the Chelsea sergeant speaking in Spanish.

“This was outstanding police work from top to bottom,” Conley said. “The discretion, cooperation, and sharing of resources by Chelsea and Boston Police led to a peaceful resolution when lives really could have been at risk.”

As a result of the negotiations, a total of six men, one woman, and two small children entered the house. None were injured. Because the gathering crowd prohibited the victims from identifying any of those men as the assailants, the men and the victims were transported to Chelsea Police headquarters for identification procedures. The three defendants were identified during that process.

After several hours with no further contact from within the house, Chelsea Police Chief Brian Kyes gave the order for the Boston Police SWAT team, which was also lending assistance, to enter the home. No suspects were located and Chelsea Police secured the residence thereafter.

Chelsea Police located a handgun, believed to have been used in the initial robbery, and jewelry, which is believed to have been stolen during that robbery, during the execution of a search warrant.

Funes was represented by attorney Michael Chioffi. Parada was represented by attorney Amy Sixt. Santiago was represented by attorney Dan Fitzgerald. All three will return to court on June 14.
