Remarks of District Attorney Daniel F. Conley on the Jan. 20, 2011, Homicide of Stephanie Moulton in Revere

Suffolk County District Attorney Daniel F. Conley today joined Revere Police Chief Terence Reardon and delivered the following remarks at Revere Police Headquarters:

“Shortly before noon today, Revere Police and Revere Fire responded to 110 Ocean Avenue, the North Suffolk Mental Health Association, for a report of a fire. On arrival they observed evidence consistent with a violent assault and a small fire. There was no apparent victim on the premises.

“Because the evidence at the scene suggested life-threatening injuries, Revere Police notified the Suffolk County State Police Detective Unit, who investigate all unattended deaths in Chelsea, Revere, and Winthrop.

“A short time later, Lynn Police and State Police assigned to the Essex DA’s office responded to the area of 54 South Common Street for a found body. The remains found in Lynn have been identified as those of 25-year-old Stephanie Moulton, an employee of North Suffolk Mental Health.

“Based on evidence developed in the past five and a half hours, I have approved a warrant charging DESHAWN JAMES CHAPELL, age 27 of Chelsea, with Ms. Moulton’s murder.

“The investigation by Revere Police, Lynn Police, and State Police assigned to the Suffolk and Essex DA’s offices is extremely active and has been since the very first 911 call. I’m not at liberty to discuss many of the details we’ve assembled thus far, but I am able to say that this was an extremely violent assault on an innocent victim.

“We believe Chappell may have fled into Boston after depositing Ms. Moulton’s remains in Lynn. I urge anyone with any information on his whereabouts to call 911 and provide that information to police.”
