Three Arraigned Following Separate Arrests on Gun, Drug Charges

BOSTON, Nov. 27, 2015—Three repeat offenders were arraigned in Suffolk County courts on Wednesday after each was separately arrested on drug and firearms charges by Boston Police, Suffolk County District Attorney Daniel F. Conley said.

CHARLES MOULAISON (D.O.B. 10/7/92) of Dorchester was arraigned on charges of unlawful possession of a firearm, unlawful possession of ammunition, possession of a firearm in the commission of a felony, trafficking cocaine, possession with intent to distribute a Class B substance as a subsequent offense, and four counts of distribution of a Class B substance.  Moulaison was charged as a Level I armed career criminal in light of a prior conviction for assault and battery in 2012, for which he served six months. 

Assistant District Attorney Andrew Kettlewell requested bail for Moulaison totaling $78,000.  Judge Catherine Byrne imposed $13,500 bail and ordered that Moulaison be held pending a probation surrender hearing; Moulaison is currently on probation for a 2014 conviction for receiving stolen property and a 2013 conviction for unlawful possession of ammunition.

According to prosecutors, Boston Police officers purchased cocaine from Moulaison on multiple occasions during the course of a drug investigation.  On Tuesday, officers with a search warrant approached Moulaison as he walked toward Hemenway Park for another pre-arranged drug purchase.  He allegedly fled from officers, discarding items as he ran.  After apprehending Moulaison, officers recovered a bag containing more than 30 grams of cocaine on the park steps and $321 from Moulaison.

During the execution of a search warrant at Moulaison’s Harvard Street apartment, police discovered a Glock 17 9mm firearm with an obliterated serial number, nine live rounds of ammunition, a magazine, and an instruction manual for the firearm, prosecutors said. They also recovered a large plastic bag containing marijuana, a digital scale with cocaine residue on it, Xanax pills inside a sneaker in a bedroom closet, and other indicia of drug distribution.

STEVEN GONZALEZ (D.O.B. 4/20/90) of Roxbury was arraigned in Roxbury Municipal Court on charges of unlawful possession of a firearm, unlawful possession of ammunition, carrying a loaded firearm, possession of a large capacity firearm, and possession with intent to distribute a Class B substance as a subsequent offense. Prosecutors told the court that Gonzalez was previously convicted in 2013 of possession with intent to distribute a Class A substance and distribution of a Class A substance, for which he is currently on probation, and assault and battery and assault and battery with a dangerous weapon in 2008, for which he served 18 months. Gonzalez is charged as a Level III armed career criminal in light of those convictions.

Assistant District Attorney Brandon Tower requested bail of $50,000 and orders that Gonzalez wear a GPS monitor, stay away from the area of his arrest, stay away from other individuals he was with at the time of his arrest, abide by a curfew, and remain within Massachusetts.  Judge Pamela Dashiell imposed $10,000 bail and the requested conditions of release.

At approximately 10:00 p.m., Boston Police approached a vehicle in which Gonzalez was a passenger after officers observed the driver slumped over the steering wheel in a bus-only lane on Washington Street.  After discovering that no one in the vehicle had a valid driver’s license, officers placed the driver under arrest for operating with a suspended license and ordered his passengers out of the vehicle.

Officers conducted a motor vehicle inventory before having the vehicle towed from the location.  Under the front passenger seat that Gonzalez had vacated, officers discovered a .357 caliber Glock 31 handgun with a high capacity feeding device loaded with eight rounds of ammunition, prosecutors said.  Thermal imaging showed that heat was emanating from the firearm, suggesting that it had recently been held close to a person’s body. Gonzalez was also found in possession of five opiate painkillers and more than $1,700 in cash, prosecutors said.

GERALDO LEROUGE (D.O.B. 11/30/90) of Hyde Park was arraigned in Dorchester Municipal Court on charges of unlawful possession of a firearm, unlawful possession of ammunition, possession of a Class D substance with intent to distribute, and operating a motor vehicle with a revoked driver’s license. In light of a 2012 Suffolk County ammunition conviction for which he served six months and 2014 Norfolk County conviction for assault and battery with a dangerous weapon for which he served five months, he was charged as a Level II armed career criminal.

Assistant District Attorney Marc Tohme recommended that he Lerouge be held on $30,000 cash bail and that his open bail be revoked in an unrelated case charging operation without a license. Dorchester Municipal Court Judge James Coffey set bail at $25,000 and declined to revoke the open bail.

Amid an investigation by the Boston Police Drug Control Unit, detectives executed a search warrant at Lerouge’s Floyd Street home on Tuesday, simultaneously arresting him as he drove near the intersection of Callendar Street and Blue Hill Avenue without a license. Inside the residence they recovered a .22 caliber Rohm RG-14 revolver loaded with five rounds of ammunition, 40 plastic bags of marijuana, and two digital scales.

Moulaison was represented by Dan Maloney and returns to court Dec. 21.  Gonzalez was represented by Joseph Perullo and returns to court Dec. 28. Lerouge was represented by attorney David Hagemeyer and returns to court on Dec. 11.
