Two Charged For Traffic Stop That Left Officers Injured

A Jamaica Plain man and his Roxbury passenger were held on $5,000 cash bail today for allegedly driving at a Boston Police officer during a motor vehicle stop yesterday evening, Suffolk County District Attorney Daniel F. Conley said.

PEDRO OSCAR ARROYO SANTANA (D.O.B. 11/1/89), the driver, and KELVIN ALBERTO DIAZ SOTO (D.O.B. 11/28/85), his passenger, were arraigned in Roxbury District Court today on charges of armed assault to murder. As the operator of the 1998 Honda Accord, Santana was additionally charged with assault and battery with a dangerous weapon and unlicensed operation of a motor vehicle.

Boston Police stopped their vehicle at about 6:30 yesterday evening for allegedly failing to stop for a stop sign at Columbus Avenue and Bray Street. When asked, Santana presented what appeared to be a Puerto Rico driver’s license printed on cardboard; when the officers checked it against computerized records, they could find no information on file and believed it to be counterfeit. They requested a Spanish-speaking officer at the scene to assist in translating for the driver.

When asked to exit the vehicle, Santana allegedly shifted the car into drive and accelerated toward an officer who was standing in front of his car. As the other two officers tried to reach into the car to stop Santana, he allegedly struck one car in front of him, shifted into reverse, and crashed into the officers’ marked cruiser.

Each of the officers was injured during the frantic effort to wrestle control of the vehicle from the operator. One suffered injuries to his shoulder, back, knee, and hand; another suffered injuries to shoulder, back, hand, and wrist; and the last suffered injuries to his wrist and back.

“This situation had the potential for grievous injuries or worse,” Conley said. “The officers showed tremendous restraint even as they risked their own safety.”

One of the officers was able to reach the steering column and turn off the ignition. The other officers removed Santana and Soto from the vehicle. Additional officers responded to the scene to assist; a Boston Emergency Medical Services ambulance transported the injured officers to Brigham and Women’s hospital for evaluation and treatment.

Santana was represented today by attorney June Jenson. Soto was represented by attorney Yolanda Acevedo. They will return to court on March 15.
