Two Charged in Armed Robbery; Weapon Found to be Replica

BOSTON, Oct. 27, 2015—A Needham resident and his Dorchester associate were arraigned today on armed robbery and related charges after they allegedly robbed a man at gunpoint while wearing masks, Suffolk County District Attorney Daniel F. Conley said.

KOSTYA RAGIN (D.O.B. 12/27/95) of Needham and ANDRONIQUE DOSSANTOS (D.O.B. 2/26/97) of Dorchester were arraigned today in Dorchester Municipal Court on charges of armed robbery while masked and assault with a dangerous weapon. Ragin was additionally charged with assault and battery.

Assistant District Attorney Julien Mundele recommended $50,000 cash bail for each defendant, plus orders that they wear GPS monitoring devices and stay away from the location of the offense, and abide by a curfew if they post that amount. Judge Serge Georges, Jr., imposed $3,500 bail for Ragin and $2,500 for Dossantos, with all of the requested conditions of release for both defendants.

Shortly after 10:00 last night, the 51-year-old male victim reported to Boston Police officers that two males in khaki pants, one taller than the other, demanded his money and his cell phone while pointing a small handgun at him near Savin Hill station. The taller of the two, later identified as Ragin, dug through the victim’s pockets. The victim surrendered a plastic bag containing a salad and the assailants fled.

Coincidentally, additional Boston Police officers were conducting surveillance in the same area and observed two young men meeting the same general description running by them a few minutes prior to the victim’s 911 call. These officers broadcast the males’ descriptions and direction of flight.

Police soon observed the two men at Savin Hill Avenue and Pleasant Street. The men kept their faces rigidly straight but appeared to be watching the officers from the corners of their eyes. Officers stopped them and, due to the nature of the call, pat frisked them. The pat frisk led to the recovery of white masks concealed within the men’s clothing and a firearm from Ragin’s person. On closer examination, the firearm proved to be a Mondial Model 1938 starter’s pistol, not capable of firing bullets.

Though the victim never saw the assailants’ faces, he told officers that the suspects’ height, weight, and clothing matched those of the men who had robbed him. In a post-Miranda statement, Ragin allegedly told officers that he had discarded the victim’s bag on Thornley Street; a search for the man’s salad was conducted without success.

Ragin and Dossantos will return to court on Nov. 24.
