Two in Custody for Mission Hill Homicide

BOSTON, March 14, 2015—Two defendants indicted last year for the shooting death of 44-year-old Jose Maldonado are in custody on murder indictments after extensive efforts to locate and apprehend them, Suffolk County District Attorney Daniel F. Conley and Boston Police Commissioner William B. Evans said.

Boston Police yesterday returned ISHMAEL DOUGLAS (D.O.B. 12/25/86) to Boston from Lewiston, Maine, where he had been held on an unrelated charge in that jurisdiction. Last night, they lodged a murder warrant against RAYMOND ARROYO (D.O.B. 3/22/92) in New York City after US Marshals returned him to the United States from the Dominican Republic, where they assisted local authorities in locating and arresting him earlier this week.

Arroyo is the second Suffolk County murder defendant in recent months to be summarily deported by the Dominican Republic and returned to the United States thanks to the assistance of the US Marshals Service. PETER CASTILLO, accused in the 2012 shooting death of Stephen Perez in Boston’s Theater District, was transported from Santo Domingo to New York City on Jan. 17.

“The evidence suggests that Mr. Maldonado was ambushed and murdered by two men who shared one plan,” DA Conley said. “Today, after nearly a year of investigation, his family is one step closer to justice. Suffolk prosecutors, Boston Police, US Marshals, and the witnesses who stepped forward in this case deserve tremendous credit.”

“This case exemplifies the determination and commitment of the Boston Police Homicide Unit and prosecutors from the Suffolk DA’s office,” said Commissioner William Evans. “Whether you run to Maine or the Dominican Republic, we will find you, arrest you and hold you accountable for your crimes in Boston. May these arrests bring some peace to the Maldonado family.”

Maldonado was shot dead as he walked in the area of Smith and Turquoise streets in Mission Hill at about 11:45 on the morning of March 31, 2014. Conley and Evans said Douglas drove Arroyo to the scene, drove around the block while Arroyo killed Maldonado, then picked Arroyo up and drove him from the area. The two men later fled Massachusetts.

The Suffolk County Grand Jury on Nov. 14 returned indictments charging both men with first-degree murder and Arroyo with unlawful possession of a firearm. Authorities have been searching for both men since that time.

Douglas is expected to be arraigned in Suffolk Superior Court on Monday. Arroyo will be arraigned at a later date.
